Action plan
The “Barcelona, city of rights” programme is aimed at including the human-rights-based approach in public policies, and at designing and implementing policies on human rights based on thematic priorities, such as developing the right to the city and the human rights in the city, the fight against hate speech and discrimination and the work for full citizenship

Working for an anti-racist Barcelona
We understand racism as a broad concept which includes different ways of classing individuals or groups as inferior, and which is not explained simply in terms of a different skin colour or phenotype.

We are implementing the right to the city as well as the human rights in the city
Human rights in the city refer to the rights of all people living in the city, irrespective of their administrative status or passport.

We are combating discrimination and hate speech
Declarations of intolerance, discriminatory treatment and disparagement of people for the simple fact of their belonging to or being included in a group are a violation of human rights and an attack on society as a whole.

We are working for full citizenship
We understand full citizenship as the status people enjoy when they can access all the rights that are recognised and guaranteed in the city.
Services
The “Barcelona, city of rights” programme has different services aimed to effectively promote and guarantee human rights in the city under the principles of equality and non-discrimination, such as the Resource Center in Human Rights and the Office for Non-Discrimination
